EULA Dialogue Box will not go away

On several installations of Office XP and Office 2000 on
a mix of Windows XP Pro and Windows 2000 machines, the
EULA agreement window pops up every time you open any
Office product. We've 'agreed' to the EULA over and over
again but it insists on popping back up. These are OEM
versions. Does anyone have any clue how to make the EULA
agreement go away for good?

Sign in as the main administrator (*NOT* and administrative user) and
accept.

For Home: - Boot to Safe Mode

For Pro: - Hit CTRL+ALT+DEL twice on the Welcome Screen to access a
2000-style login menu.
