Excel 2003: Installer configuring Excel on every start up

we deployed Office 2003 through group policy. Everything
works fine, except on some computers Windows Installer
starts to configure Excel on every start up of Excel. I
already started Excel under Admin account, but it did not
help. Any ideas?
