Excel add in and Maps

Excel Maps works if the user has Domain Admin rights. I
take away the Domain Admin rights and I get the following
error when I generate a Map in Excel....

Microsoft Excel and't start the application required to
open this object. An error occurred and this feature is
no longer functioning properly. Would you like to repair
this feature now?.

It must be some kind of registry setting, but I haven't
came across. Any ideals???
