What's wrong with this function:

=IF(20833<=K2<41667,((K2-20833)*0.05)+625,0) ?

=IF(AND(20833<=K2,K2<41667),((K2-20833)*0.05)+625,0)

try
=IF(K2>20833,IF(K2<41667,((K2-20833)*.05)+625,0),0)
