Exclude or move weekend events

I have an event that reoccurs on the 15th or every month with the exception
of weekends /holidays. Is there any way to have this reoccurring event
automatically move the event when it falls on a weekend /holiday to the
preceding weekday?

There's no way to do it automatically, as far as I know (which is pretty
far). Still, you can set up the repeating event and then check upcoming
months, and _manually_ move the single event that falls on a weekend or
holiday to the preceding weekday (you can just drag it). This should
only take a minute or so to check through a couple of years. It isn't
perfect, but it gets the job done.
