Exclusive Junk protection NOT working

I've clicked "Exclusive" Junk protection, and already today 8 spams
have landed in my Inbox (not in the Junk folder). I have no
instructions at all in my Mailing List Manager that might be the
cause.

One poster who was having this problem was told:

"If it doesn't work for you on Exclusive, something is seriously
wrong.
Exclusive only allows messages from senders in your Address Book
through."

What could be "seriously wrong"?
