Expansion of Dist List Outlook 2003 + Sign Vanished

The + sign has vanished from the dist list name. The list properties
displays the list names and the list functions properly when the mail is
sent. I examined the following from KB 831398 -

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Options\General
If the PONT_STRING value is set for a value of 13, the Expand List dialog
box is not available (hidden). If the PONT_STRING value is set for a value
that is different from 13, the Expand List dialog box is available (appears).

My registry values are [30,28,13,]; removal of [13,] did not resolve issue
and it appears that the key addresses the msg the pops up after the + sign is
triggered, vice the + sign.

Any advice on how to restore the + sign will be appreciated.
