Expontential Numbers, how to stop

I am joining codes together to use in a sumif formula.
The formuala "=DA1&E2" is giving the answer "DA100"
instead of DA1E2, or "=DA2&E3" is giving DA2000 instead
of DA2E3. Why, and can I stop it happening. I've tried
formating the cells as text with no effect.
