export contacts to outlook express

After creating the PAB from Outlook, I could not import it to OE. In the
Address Book Import Tool I select "Microsoft Exchange Pers... Ad... Book" and
I get a box with "Address book import has completed", but no contacts appear
in my OE address book.
Where is the fault or the failure?

You did not tell us enough to see what you did wrong.
PAB is a poor choice for an intermediate file format.
Everyone I know would use a CSV file for that purpose.
