I'm moving a user from a POP account in Entourage to our
exchange server. Is there an easy method to export
entourage mail to pst?

No but you don't need to. Simply set up an Entourage account that will
connect to your Exchange account using IMAP and then drag messages into the
Exchange account directly within Entourage.
