Fastest Way to Filter/Delete

I am trying to filter or delete rows based on a set critera, there are 27
different criteria (states).
I have tried to do this by deleting the row if it meets the criteria (but it
is very slow), there are over 12,000 entries.

Pivot table is not an option.

Is there a filter option for multiple criteria?
