Fax tone

I have an Epson Perfection 1250 scanner installed and use
Office XP Pro. Every time I receive a call on the
telephone line (also used on my CPU) the caller receives
a fax tone. I have disconnected the scanner from the
computer but that was no help. The only way I can
receive calls is to disconnect the phone jack.

It sounds to me as if you've configured fax software to answer
automatically. Only you can answer that question. We have no idea what OS
you are running and what fax software you may have installed. This is not an
Outlook issue.
