File button is missing from menu bar on outlook 2000

when I open the outlook file button is missing from the
menu bar. any ideas?

I tried the following

outlook /resetoutlookbar

outlook /cleanviews

Put it back there with View-> Toolbars-> Customize-> tab Commands-> category
Menu Bar-> commands File
