File unopened create and modify date should be the same

When a Word file is saved without being opened, the create date and the
modify date should be the same. If you check Properties ->Summary->Advance,
the dates are correct. Actually even if the document is opened but no
changes are made the create and modify dates should be the same. With the
508 compliance, documents that are "grandfathered" into accessibilty need to
show no changes have been made.

If you open a Word document that contains autoupdating fields, such as dates, or links to outside files, or print the file, the file
has been modified as the program sees it.

You didn't mention where you're seeing the dates change, only where they didn't change.
