Fixed image moves down spreadsheet.

I have a multipage spreadsheet that was created in Excel 2003 with an image
inserted in the top cells.
When it is opened in Excel 2007 everything looks normal until you go to
print preview. In print preview the image moves down the page a few
centimeters on each page. In a large spreadsheet it will be midway through
the page sometimes.
I am not seeing this problem when opened in Excel 2003. Is this a
compatibility problem?
Any thoughts on this?
