Fixed Width Web (738p) including shared borders

Is there some way to set up a web with a fixed width,
including the shared borders (right,left,top) of 738p?

I know what content, but I can't preset the width of the
entire web (so it is viewable in even old browsers and
monitor settings) and of the shared borders elements
