Font size changes between Arial 10pt and 12pt

when replying to messages. A user modifies an email
using Arial 12pt, but recipients recieve the email with a
mix between Arial 10pt. and 12pt. This has been
happening consistantly. They have Outlook 2002 using
HTML as their email editor. Help!!!
