Formatting Toolbar Missing in Custom Outlook 2002 (XP) Form

I designed a service order form for a client some time ago and they
would like to be able to format certain fields at will, e.g. bold &/or
change the font color in certain fields for emphasis.

The form was designed in Outlook 2002 SP1.

The problem is that I cannot make the Formatting toolbar available to
the form, nor figure out how to make certain fields formattable. Any
help would be great.

(Note, the toolbar is available on an Outlook 2003 custom form, but I
am still unable to determine what makes a given field formattable).

The formatting toolbar applies only to the message body control and is never
available if the message is in plain text format.
