Formula not working

I have a formula that calculates work times to the nearest quarter hour. It
allows for 3 different start and end times. I then have a formula that
checks the total hours worked cell against another cell that adds up the
user's time allocation. If the two cells don't match, the second formula
shows "ERROR". This seems to work great unless the total hours cell ends up
with 2 hours. Then for some reason the cells don't match. Any other number
of hours works fine. I don't understand what is special about 2 hours that
causes this to happen. Maybe something in my formulas. Here are the

In cell F1
=MOD(ROUND(F7*96,0)/96-ROUND(E7*96,0)/96,1)+MOD(ROUND(F8*96,0)/96-ROUND(E8*96,0)/96,1)+MOD(ROUND(F9*96,0)/96-ROUND(E9*96,0)/96,1)

In cell E31
=IF(F31 <> F10,"ERROR","")
