formula reference in cell

I have the number 7 in a cell. In another cell I want to reference cel
e7 (i.e. =e7). However, I want the number 7 in that reference to poin
to the cell with the 7 in it, so that I can change that and it wil
change the7 in the =e7. How do I do that
