This formula is workable in Office 2007.
Please advise relevant formula in Office 2003.

=COUNTIFS(M3:M17,"=MAN",P3:p17,"=2000")+(COUNTIFS(M3:M17,"=LHR",P3:p17,"=2000"))

Venturing a guess:
=SUMPRODUCT((M3:M17="MAN")*(P3:p17=2000)+(M3:M17="LHR")*(P3:p17=2000))
