Forward mails

My boss wants to see all mails flowing in and out of certain email-id's.Is
there any configuration which can be done in the outlook , that boss receives
the mails and others are not aware of that feature.The users should not be
able to cancel this option.

That's a question for the Exchange newsgroup

However, why would anyone want to work for such a Machiavellian person.
