Forwarded email originally generated by AOL users

For approximately the past 6 weeks, I have not been receiving forwarded email which was originally generated by AOL users. The problem occurs when an AOL user sends an email to a non-AOL user and then the non-AOL recipient forwards it to me

For some strange reason, the orginal email from the AOL user is always made an attachment to the non-AOL user's email. In the past, these attachments were always of type .htm or .txt and I used to always receive them. Now, the type has changed to .eml (sometimes referred to as mail format) and I never receive the attachments in Outlook, though I do receive the main message. I have found that I can receive both the main message and the .eml attachment in virtually any other mail program, including Outlook Express

The version of Outlook doesn't seem to matter. I am using Outlook 2000, but friends using Outlook 2003 have experienced the same problem

..eml files contain the raw email in MIME multi-part format. One way to produce an .eml file is to save an email or an attachment from Outlook Express. The last MIME header is supposed to be followed by a double-dash ("--" without the quotes) to signify the end of the message. However, the double-dash is missing on the .eml attachments that I am not receiving. I learned this by having people resend the problem emails and then downloading them into Outlook Express. I then saved the .eml attachments to my hard drive and looked at them with a text editor

I've found that I can fix the problem by inserting the terminating double-dash with my text editor. I can then create a new email in Outlook Express, attach the corrected .eml file and forward it to myself. After doing so, I can receive the email with attachment in Outlook

Apparently, other mail programs do not require the terminating double-dash. They simply utilize the end-of-file to indicate the end of the email. However, Outlook appears to discard the attachment if the terminating double-dash is missing

I have the following questions
.. Has anyone else experienced the problem described above

.. When a non-AOL user forward an email received from an AOL user, why does the AOL email become an attachment

.. Is the double-dash omission AOL's fault or Microsoft's fault? Microsoft is building the .eml attachment, but they could argue that they are simply copying incorrect code generated by AOL

.. How can I report this problem to both AOL and Microsoft? I am not an AOL user and my copy of Outlook is .oem so I don't have technical support.
