Forwarded HTML emails: Formatting problem

I have an annoying issue with HTML-formatted emails that I don't think is
normal.

When I forward an email that contains a bunch of HTML and graphics, the new,
forward message window is stripped of all the formatting and graphics. It's
almost un-sendable because it looks terrible and the message is buried in a
bunch of HTML code.

I'd include a screen shot, but these message boards prohibit it.

I know it can't be normal. Any clues how to fix it?

In 2004, use 'forward as attachment', which will preserve the email in it's
original format and allow you to add your own comments in the enclosing
message.

In vX and before, you can do the same by creating a new message and dragging
the HTML message onto it from the mail folder listing.
