FP2000 won't insert cell background picture - please help

Using FP2000 & W98SE I can't insert a background picture into a cell in a
table - the feature 'Use background picture' is greyed out - whatever I try
it's not available. I have tried removing the theme also tried 'Detect &
Repair' but with no better result.
I can go back to FP Express and insert a cell background picture but why
should I have to do that??
