French Dictionary, Grammar and Spelling Checker

I live in the United States. Why in the world would I need to have a French
dictionary, and a Grammar and Spelling Checker?

Since they were part of the Office 2003 updates, how do I de-install them?

Thank you for any help/answers you can provide me.
