From Longitude/Latitude to Time Zones

I would like to provide a feature to enable the Access Form's users to
convert from any Longitude/Latitude Coordinates into corresponding Time Zones
in GMT format.

Could anyone tell me whether a Longitude/Latitude to Time Zones function or
similar ones exist?
