frontpage directories

Cannot remove directory c:\program files\microsoft
frontpage from computer with winxp. Directory contains no
files but a subdirectory named version3.0 which then
contains a subdirectory named bin. When you try to delete
any of these empty directory the popup response is that
some program or some user is using "bin". Running in safe
mode as administrator seems to delete OK but when I reboot
as normal -- there it is again. What gives? I never
intalled frontpage!

It is created by the operating system (w/ or w/o FP installed) and can not be removed
