FrontPage Limiting Authoring Access

Hello. I'm using FP2000 and can anyone tell me if there's
capability there to limit other authors to access to a
single page? I'm trying to let other groups manage their
own webpage, without accessing the main tree of the
website.

Any help is appreciated.

Only by setting up a subweb for each user and limiting their permissions to that subweb

No
A subweb is a folder under the root web (or nested under another subweb) that FP treats as a stand alone web (to the rest of the
world it just a just a folder)
You can only create and manage a FP subweb under the root of http://www.mainweb.com/
as http://www.mainweb.com/sub1/ or http://www.mainweb.com/sub1/subsub1a/

But you could have a DNS subdomain resolving that folder location to http://www.sub1.mainweb.com if you had a need
