GAL - Distribution List Issue

Have a distribution list of all company email users. One user (joe) is no
longer on the 'All' distribution list so is not receiving emails sent to
All@... I have checked the following:
Outlook Address book - properties of All list, (joe) is missing, if I try to
modify members and add (joe) but (joe) is not listed
When looking in the AD - check properties of (joe) object under member of
tab and the 'All' list is there. When checking the properties of the
'All' object (joe) is listed as a member
Anyone have a resolution? thanks
