Getting "error 403"

Right out of no-where, all of a sudden when I'm trying to use Internet
Explorer and access certain web pages across the net, I can't access them.

I get the response of "error 403 Forbidden". This is real strange because
the web pages are public domain!!

When access the same web pages from my place of work, I have no problems.
Any ideas somebody!!!.
