.gif picture animinations in body of message

When I "forward" a message that contains .gif animinations, the .gif picture
becomes an 'Attachment". Pictures don't stay in the message box. Why? I
use HTML and Outlook 2003.

Unless the image is actually embedded in the message, it will be an
attachment.
