Is there a quick way to jump to a cell far down in a large
workbook?
For example, I would like to unlock A3 to Z10000 so I can
allow imported data within that range but lock A1 to Z2.

Type the cell reference in the names box, and hit enter.

If you're saying that you wish to *select* A3 to Z1000 so that you can
unlock that range, then simply:
Click in A3,
Click in name box and enter Z1000,
Hold down <Shift>,
Hit <Enter>.
