Graphics not displaying in received e-mail

Frequently (but not always) when I receive an e-mail which contains pictures
or other graphics, they're not displayed. Instead there's just an empty box
with a red "X", where they're supposed to be. I've tweaked every security
setting I can find, but apparently I'm missing something. For example, today
I received an e-mail with 2 photographs which displayed correctly. I
forwarded it to a friend who, in turn, replied to it, but the pictures were
not displayed in the reply; just the empty boxes where they were supposed to
be. FWIW, I'm using Windows XP Pro SP2 (and all critical updates applied).
I have recently installed Norton Internet Security 2005 Anti Spyware edition,
but this problem occurred prior to that, when all I had was Norton Anti-Virus.

I got the same problem before.
What I did was to set Picture Viewer as the default program to open .jpg
file, it worked fine

How do I do that? Apparently Microsoft Photo Editor is set as the default
(when I double click on a .jpg, that's the program that opens it). I can
left click on a .jpg and select "Open With>Windows Picture and Fax Viewer",
but then I can't find any place to tell it to be the default picture viewer.
