Tools-> Options-> tab Security-> option Do not allow attachments...
Note that this is an Microsoft Office Outlook forum.
Outlook Express is family of Internet Explorer and Outlook of the Office
family.

To open ur attachments go to tools>Options> Security> and
uncheck do not allow attachments

OE is Outlook Express. A completely different program than Outlook.
In OE, there are some security settings that you can check regarding
attachments, this is most likely your problem.
