help with BCC

Whenever I tried to either to send new mail message or forward mail
by just having addresses in BCC slot, I can only save it as draft.
How do I solve this problem.
When I was using outlook express, I had no problem.

Do you have anything entered in the "To" line? Standards require a "To".
Just use your address.
