Hi plz where can i get support for port folio server help

Hi
i am new to port folio server i need to create a custom solution
i have go through sample appliaction available in SDK
But it is not working The error message
"Microsoft.office.project.portfolio.libra.dll" not registered

can anybody sugget me the answer if i posted in wrong group Suggest me a
correct group
