You could consider checking out the v2003 sdk vb6.0 library for smart tags.
The primary difference between the user section and the smart tags is user
has a constant of visSectionUser....
Without doing any research, ie: off the top of my head, I thought that the
Industrial Process shapes (that I think you are using) have a menu item that
allows you to convert shapes into Process shapes. Does this add the tag
stuff?
