Horizontal line on reply and forward in HTML - how do I remove it ?

Is there a way to change the setting so that Outlook do not insert the horizontal line on all replies and forwarded emails ?

by the way, this never happened on Outlook 2000, only on Outlook 2003 in HTML mail format
