How can I always include the WHOLE messagewhen replying even with selection

Processor: Intel
Email Client: Exchange

Is it possible to include the whole message even when I have selected some part of the message. I usually click on some part of the message to help read it and then when I reply I have to cancel to quote the whole message

Do you have reply on top selected with inserting point before quoted text?
Change that to reply below (first example). If you need to reply on top,
then you can use the script mentioned in the faq.
