How Can I bypass the ActiveX control question?

On opening each office app (in 2003 - ie WORD, EXCEL, PPT, etc) my PC
slows considerably (2 to 3 times the load time I was used to with
Ofc97) and asks the (stupid) question do I want to permit active x
controls and do I understand they are a risk? (sounds a lot like
Microsoft covering itself legally).

On every spreadsheet I use (all generated by me, for home use) I have
to acknowledge (at the cost of an extra minute or so per opening),
that YES I DO UNDERSTAND ... NOW CAN WE OPEN THE SPREADSHEET PLEASE?
This interaction is so slow that frequently the program will say it
can't open while this ActiveX popup window is up, would I please clear
it first?

Can anyone tell me how to short circuit this whole "policy" which I
never opted for? It's a nightmare human interface....
