HOw can i create a page template for multiple writer, fixd format

I am trying t wite a brief book with a number of school pupils (approx 30) i
want all pupils to get a template/document that they can add picturees and
text too...but each pupil will have a consistent in face identical layout to
the pages...CAN anyone help...thought about mail merges etc...want to keep it
siple and SCHOOL PROOF
