How can I design my own templates for in publisher

I want to know how to design a template for in publisher. It will be for a
DVD case jacket. Basically what I want to make is a rectangle with 2 lines
down the center for the spine. I'd like to have the lines so that they would
appear unmoveable to function as a guide but would not be printed. Thnx

You might try adding Ruler Guides onto the Master Page. Then, when working
in the main document, they appear immoveable.

To save as a template, File > Save As… > Publisher Template
