How can I make exact 1.5" side hexagon grids for quilt patterns?

I would like to make repeating, tesselating hexs to use to cut out paper for
piecing.
I am having trouble lining them up exactly on word & excel. Is there an
easy way?
I've copied & pasted, selected and dragged them several different ways.

What version Office? Might be helpful to turn on snap to grid and snap objects
to other objects. (Word 2003).

Using Office for quilt patterns is a tough thing to do. I'd seriously
suggest looking into some of the software programs made for that task. I've
used Excel to make stitch diagrams for surface embroidery but it's all done
by sight, nothing is measured. I'm not a quilter so I can't help you with
any suggestions for programs but if you asked in
rec.crafts.textiles.quilting, I'm sure they'd be able to help you.
