How can I search for whole phrases using Outlook (Office 2002)

Hi

How can I do a search for an exact phrase using Outlook?
e.g. If I search for the phrase

blue suede boots

It seems that I will get hits on all instances of
"blue" AND all instances of "suede" AND all instances of "shoes" !!

But if I enter it with double quotes,

"blue suede boots"

then I get absolutely nothing!!

-Any suggestions?
