How do I advise all my contacts of my new email address?

I am in the process of changing my internet provider and want to advise my
contacts of my new email address. Can I send the same email to all my
contacts at once?

Depends on your mail service provider, not Outlook. That's who sets limits
on recipient numbers.

Personally, I would do a mail merge, not a group message.
