How do I change accounts from popping up to contacts when I click.

When I click on "to" send an e-mail the accounts header pops up. My e-mail
list is located in the contacts section. How do I change that default to
contacts as opposed to accounts?

Tools | Address Book, Tools | Options -- there you can change which address
list appears first.
