How do I copy Hotmail Contacts to MS Outlook?

I have asked this question more than once in hopes that someone at MS has
come up with a solution. I want to use MS Office Outlook and importing my
address book (Contacts) from my Hotmail account is impossible to accomplish.
Yahoo gives everyone the opportunity to export an address book to a "CSV"
file that can be imported into several different applications. Can someone
at MS fix this process?
