How do I copy the contacts folder?

We are using Exchange Server and Outlook 2000 and have set up "master
contacts" in a public folder for the firm. There are 1,000 contacts on the
list. one of the managers recently purchased a Palm Treo and wants to sync
the contact list onto the device. Only his personal contact list (which is
empty) is being copied. I thought a solution would be to copy the entire
master contact list into his individal contact folder. Can this be done?
