How do I create a user login for visitors to my site?

Hi there,
Can anyone please advise of me the best way to create a site where a user
must register a login name / password to gain access to restricted areas
within my site i.e. for a forum. I would also like to implement a facility
where the email address they supply when registering is then used to verify
their login details - i.e. they have to click a link in the email address
they supplied which automically sent from the server to validate their login
details.

there are two ways either ASP or PHP.
well asp is Good but for small database
